Dr McCullough deals with complaints against politicians in both Jersey and Guernsey.

The report submitted to the Chief Appeal Committee said: “The recommended course of action is to instruct Dr McCullough to prepare an independent report into the events surrounding the grant of the lease of Old Island Hall.

“This recommendation is based on procedural errors and the need for a broader investigation than the CoC Panel can provide.”

It said Dr McCullough’s mandate would allow for a “thorough examination of all parties and activities involved”.

The independent report will be submitted to the Chief Pleas along with the findings of the CoC Commission for acceptance, rejection or debate, the report said.

An extraordinary meeting of the Main Committee to consider this recommendation is scheduled for November 13.
