Mother accused of child endangerment left her children unattended multiple times, neighbor reports

HARRIS COUNTY, Texas (KTRK) — The 30-year-old mother of five fought back tears in court as a Harris County judge said she was not allowed unsupervised contact with her children after she was charged with child endangerment.

Shelby Rossouw was arrested after cops said her five children were found alone in an abandoned trailer in Highlands. Court documents show the children were naked, hungry and thirsty.

The youngest is only 6 years old, and the oldest is 12.

“It killed us. We were all around the kids. Children were running around the apartment complex. They played, they played with my co,” Kara LeBlanc said.

Kara LeBlanc used to live near Rossow in an apartment complex in Baytown. She said that she was constantly worried about the children.

“She was under the influence of drugs the entire time,” LeBlanc said.

Court records show Rossow pleaded guilty to possession of a controlled substance last year.

Authorities haven’t revealed how long Rossova was missing or who tipped them off to her supposed absence, but LeBlanc told ABC13 it wasn’t the first time.

“This is nothing unusual. She regularly left the children alone. They were sitting on the porch crying because they didn’t have food,” LeBlanc said.

LeBlanc hopes Rossouw gets the help she needs so her children can live healthy, safe lives.

I want everyone to change their life. I want her to get her kids back, but I also don’t want her to take drugs when she does.

Rossow’s next court appearance is Monday.
