MOBILE, Alas. (VALA) – The City of Mobile is sponsoring an ordinance scheduled to go before the Mobile City Council on Tuesday addressing solicitation.

He also supports ordinances regarding celebrations in parks and playgrounds and sidewalk obstructions.

The proposed ordinances are sponsored by Mayor Sandy Stimpson.

Here’s how the suggested ammunition reads:

Sec. 55-102. – Prohibited actions. (1) Any person is prohibited from engaging in extortion: a. On private property located within the city: i. If the lawyer refuses to leave private property when requested by the owner, tenant or legal owner of the property; or ii. b. If the owner, tenant or legal occupant has asked the person not to claim possession of the property or has posted a sign clearly indicating that solicitation is not welcome on the property. (2) It is unlawful to engage in aggressive solicitation.

Sec. 55-104. – Fines. (1) A violation of this section may be punishable by a fine of not more than five hundred dollars ($500.00) or imprisonment not more than six (6) months, or both, as determined by the municipal court. (2) In lieu of, or in addition to, the punishment provided in this section, a person who violates this section may be required to perform community service as ordered by the court.

Sec. 41-5. Loitering in Parks or Playgrounds (1) All City parks are closed after dark, except for boat ramps located in City parks or otherwise on display, or during City-sponsored or co-sponsored events. (2) It is unlawful for persons to remain in city parks or city playgrounds after dark or stated hours of operation. (3) Fines. (a) A violation of this section may be punishable by a fine of not more than five hundred dollars ($500.00) or imprisonment not more than six (6) months, or both, as determined by the municipal court. (b) In lieu of, or in addition to, the punishment provided in this section, a person who violates this section may be required to perform community service as ordered by the court.

Sec. 57-73. Obstacles on the sidewalks. Generally (1) It is prohibited for a person to walk, stand, sit, lie down, or place objects in a manner that intentionally blocks the passage of another person or requires another person to take evasive action to avoid physical contact, or who, after being ordered to do so by law enforcement officials move, remains on or on any public sidewalk in such a way as to block or impede the movement of pedestrians. (2) This ordinance does not apply to any facility permitted by the City of Mobile.
