You need to evolve Dratini to Dragonair and then again to its final form and equip it with four energies (at least one Lightning and one Water) to be able to use Draco Meteor.

This means you need to focus on delay, weaken, and stay alive long enough to launch this devastating attack. You can do this through status effects such as sleep and paralysis, or by having an inexpensive support Pokemon fight immediately to buy you time. This could potentially work very well, although Dragonite already requiring you to use two different energy types becomes even more difficult when there’s a third, largely useless energy type clogging things up. It’s always possible that you’ll just keep using Dark Energy and the big Dragon won’t be able to do anything about it.

The idea of the game is to immediately get Koffing and Weezing onto the field and have them accumulate damage until Dragonite is ready to come off the bench, then use Koga’s card to instantly remove Weezing from the field for free (or use Koga to effective Weezing reset). so he can start tanking again).
