“Focusing on Trump’s disturbing, bizarre, and outlandish behavior may be an effective conversation starter about substantive policy, but it is not effective on its own in changing voting choices,” the report also said.

The email pointed to Harris’ response to Trump’s former chief of staff’s remarks.
