A political group called America PAC announced its final winner Tuesday, a day after a Pennsylvania judge refused to stop the lottery.

The Philadelphia district attorney has filed a civil lawsuit to stop the lottery, claiming it violates state gambling laws.

A pro-Trump group paid out $18 million to 18 registered voters in battleground states.
