The motorway junction has been described as the “most expensive cul-de-sac in the country” because it carries almost no traffic.

The M49 road was built to connect the distribution center to the motorway and was completed at the end of 2019.

But over the years, traffic has ceased, leaving motorists traveling along the motorway junction at a standstill.

And trucks entering the industrial park have to pass through local villages.

However, nine separate conditions that prevented construction of the link road from starting have been lifted by South Gloucestershire Council.

The decision, made on November 1, said it had found it acceptable to remove the conditions – meaning there were now only two conditions remaining.

The written conditions include the provision of a work schedule and approval of the construction environmental management plan.

The soft and hard landscaping processes for the construction of the link road were agreed upon and approved by the council.

Health and safety risk assessments were also reviewed and found

acceptable advice – and this will include a construction traffic management plan.

The remaining conditions preventing construction of the link road now apply to the current cycle path, which was considered “superfluous” in previous plans submitted to council.

The remaining conditions apply either after the completion of the connecting road or during the construction itself, but this will not affect the start date.

The M49 ‘Phantom Junction’ has experienced turbulent times since its construction.

However, last November it was reported that it could be built within the next 12 months.

But a cabinet report in December said it could take up to three years.
